SAMARITAN OF THE SENIORS
is
a non-government, non-profit making association which was started on March 04th 2004 with government permission given (File
No: 06/2004/PJ, meeting no. 04.03.2004) and Fiscal Authorities cod fiscale no 16275431, by some Romanians: Ionel Constantin,
Barbu Lucian,Petruta Constantin, Mihaila Maria ,Nicolae Constantin and others.
We have obtained government approval
of the Department of Child Protection and Family no 52/16.02.2004 and work closely with this Department of Social Protection
and Family. And with the non-government institutions and state institutions involved in preventing family/school abandonment
by the minor e.g. school, Department of Child Protection, City Hall, Police.
They, has had several years
experience with charities for abandoned and destitute children,young street boys,poor family and elderly people both in Bucharest
and other towns. They has worked closely with American missionaries and was involved in starting up a home- shelter for street
children in Bucharest in March 1996. These experiences led them to set up a social center service for young boys from the
streets, orphanage , social canteen to feed the poorest, with the help and support of other Romanian and foreign Christians.
Projects and Plans
The purpose is to offer our support and help to all
persons that are socially disadvantaged, but especially to the children,street children ,young street people, elderly persons
and handicaped or disorganized families, who can not sustained themselves on the material, financial, economic level and thus,
fighting against poverty and against financial lacks that are characteristic to the poor people, working to improve their
social living condition and finally but not the last important objective the purpose of reducing the number among the street
young people and the old people that are actually living on the streets, and offering them the necessary strenght and will
for the social integration and for becoming useful to the society.
Target Group:
1.Helping children - street
children, orphans, or those from abusive/broken families;
2.Helping the poor familys with many children or very poor family;
3.Elderly and socially disadvantaged;
4.Helping those with personal needs;
5.Young boys and girls;
6.Children
who want to give up the school;
7.The sick, handicapped, blind etc.

Project Summary:
Social center for accommodation and care , where the street
young boys who are coming from life on streets or governmental disposal centers where disorganized families shall be accommodated
and financial supported until they reach their social rehabilitation and not less important their training for getting a job
and for this purpose our mission is to help them finding a place of work.
Contact with the non-government institutions
and state institutions involved in preventing family/school abandonment by the minor e.g. school, Department of Child Protection,
City Hall, Police.
Direct contact by the specialised staff of the association (the working team) with the street children
in Bucharest.
Advising office, specialized within the following activities : social and socio-proffesional matters
for the target groups, the young boys of the streets, respectively. Professional training and instruction by means of their
participation to some training and specializing courses such as : wood processing carpentry, building structures, painting,
masonry, tailoring, IT, bakery, agricultural, etc.
Social integration of the young unemployed workers young boys who have
turned 18 years old, by offering them all the necessary support and help, to find a place of work.
Instruction and
training of the social workers network that may intervene on the streets in order to detect and prevent from increasing the
number of street children and young boys who are actually living on the streets and also preventing the street children and
young boys getting back on the streets. Social and health care for those street children and young boys who are identified
as being in an emergency situation and their co-optation within the Associations social programs of mutual assistance.
Increasing
and improving of the living standard for each of the young boys who are not able to integrate themselves or by own powers,
into society , guaranteeing a favourable athmosphere for the young boys who are within the Associations social centers of
mutual assistance and professional training by means of the programmes and of their implementation for the benefit of the
young people and helping them to reach a favourable standard of living and normality.
Opening of a social canteen
for 180 persons serving, who are coming from disadvantaged categories marked by psychal and financial problems such as :street
young boys ,elderly people from the streets, families with many children, disorganized families.
Fighting against
poverty, in order to promote the street children and young boys and families values by offering : food, clothes, household
goods, donations and sponzorizations for the purpose of their financial condition improvement.
Preventing from the
school and family deserting of those children who are coming from streets,families with many children and who are socially
disadvantaged by supporting and helping these families and by offering: welfare work, advising and proffesional guidance,
food, clothes, school supplies, in order to succeed in the fight against school and family desertion, against illiteracy,
and to prevent from increasing the number of the street children.
Critical needs to be met by the project:
We
have planned that by means of the programs and the activities, our Association shall perform , we shall focus upon a number
of 450 persons such as:
200 young street boys, street children, orphans;
150 poor peoples to be the beneficiaries
of the Associations free social services and social canteen.
100 poor families with many children, to be the beneficiaries
of the Associations help and support, in order to fight against poverty and in order to prevent children from schools and
families deserting.
An important role of the Association is: to offer religious support to socially disadvantaged
persons, especially to the target groups,by means of their effective participation:
1. to the biblical courses;
2.
biblical lectures;
3. evangelical programs;
4. christian music, lectures, speeches;
5. biblical themes, etc…
and the most important, to maintain an alive relation, saint and divine, with God, within the Christian Churches of
God from the local church and to have a direct relation with God, by doing penance and by recognition of the guilt and of
souls dirt, before the sacrifice of Jesus Christ ; The Son of the God.
Steps Taken to Meet Need:
1. Accommodation

3. Social canteen establishment for food serving and free distribution of the assistance.
We need to buy a building
and then to equipping the social center of accommodation and of socio-professional advising office for the young people who
have turned out 18 years old , and who were coming from those groups mentioned in this project.
Social canteen - putting
into operation, representing a component of the same building of that social center. The social center of accommodation and
socio- professional advising together with the social canteen need to have a total building surface of 40 square meters -
ground floor and floor, each having 40 square meters to be used.
The ground floor shall have the following rooms :
For the social canteen:
Dining room for meals serving, kitchen, storage spaces for food, sanitary groups (bathrooms,
toilets) ;
The floor shall have the following rooms :
Bedrooms for the young orphans, advising and socio-professional
guidance office, sanitary groups (toilets, bathrooms), other spaces with destination of relaxation and adaptation to the new
conditions :
Identification of the target groups, their introduction into data base of the Association, in order to
solve every case, execution of the social investigations and reports for the purpose of determination their social and medical
conditions.
Obviously, the developing of working activities and methodologies, results from the internal structure of
the purposes and tasks, by a systematic relieving of the steps to be done, and of distributed paradigm , according to the
necessary phase of personal approach, in order to reach the purposes, the tasks respectively. Technique and methodological
materialization corresponds to the elaboration of the specific purposes such as :
In order to carry out these activities,
the Association represented by its representatives, shall supervise the relations of cooperation with other non-profit organizations,
institutions, natural persons and legal entities, which may help for the execution and implementation of the social centers
activities, and meant to be used for the target groups.
One share of the Associations funds, within the limits of
their personal financial possibilities, and by means of its voluntary members dues (money or assets) shall be used for starting
the programs and the social activities within the Association.
Any donations, sponsorizations or cooperation contracts,
collected /executed and resulting from the potential natural persons / legal entities, non profit organizations or churches,
shall be exclusively used for the planned purposes and for its tasks.
As a result of their will and application addressed
to Associations management, they shall be examined in conformity with the level of gravity of each social case, and we shall
adopt measures for their solving and integration into the accommodation center and finally into the society.
They shall
be introduced into training programs for professional specialization, organized by the Association, my means of the courses
for professional specialization and trade qualification, and the next step after they have graduated the courses and have
obtained the Certificate of professional training, being to get a job.
The period of staying within the social center and the Associations services offered
to the group of young people within the social center, shall be of maximum 2 years, period in which this group shall have
the opportunity to become sufficiently trained, in order to integrate themselves into the social requirements and not less
important, to create their own family.
Another category of beneficiaries, are the young people who are living on the
streets and searching for a place of work and accommodation ; for this category of young people we have planned to support
a those young people in their professional orientation and training for getting a job, and thus, they shall receive help consisting
of food, clothes, supplies, social and medical care, religious support, advising, counseling and professional orientation.
Another activity developed by welfare workers and social workers team, is to perform permanent activities, in order
to support and help the poor families and families with many children, who came from the socially marginalized backgrounds
and elderly persons who can not support by themselves and are especially living in poverty.
A great importance of
the performed activity in order to assist and help the poorest: families and elderly persons, socially, psychically, and financially
disadvantaged, is represented by the social programs, the social canteen, where we proposed ourselves that for 450 persons
from all social categories, to benefit of free services and social programs of the Association, by offering them the necessary
food, clothes, medicines social and medical assistance.
Every day these 450 persons will be the beneficiaries of 2 hot meals, for free
: lunch and supper, respectively, in accordance to the operating programme and also the meal will be cooked in conformity
with the alimentary menu attested by the Health and Antiepidemic Centre.

The persons who shall
benefit from the support and assistance programs for free - offered by the Association within the social canteen, as
a result of the social investigation made at their domicile and of the legal evidence - that they dont have any stable incomes,
which may possible provide them the necessary social protection, shall be included in the Association's data base and they
shall be verified periodically by the social head assistant, in order to find out if their social conditions has got improved
or not.
Samariteanul Seniorilor Humanitarian Association represented by its manager of programs and social projects shall
, in cooperation with the local Town Hall, conclude a project of collaboration, regarding the social matters and programmes,
in order to support and help the disadvantaged persons and for reducing the level of poverty among citizens.
By means of these social programmes and social canteen implementation, it is brought a supplementary benefit to the street
boys,children and elderly and socially disadvantaged persons, fighting against poverty and insecurity in the future.
Our
monthly income has never met our budget! God has always provided for us by donations from various sources, and we always want
to be able to help more abandoned children,young boys and poor families,elderly in Romania. We are therefore interested in
co-operation with different organisations or people that love to work for and help destitute children and poverty stricken
families, and we need more regular sponsors to help support our work.
